isScalar -- check whether a ring element is a scalar

Usage:

b = isScalar(f)
Inputs:
- f, a ring element, a ring element
Outputs:
- b, a Boolean value, true if f is a scalar, false otherwise.

Description

A synonym for liftable(f, coefficientRing ring f).
